Their TFR numbers are not the same. Some are higher. Most are slightly lower. So you were right that only Iran currently has a negative fertility rate at the moment. For industrialized countries with long life expectancies, replacement rate can be as low as 2.075, but in countries with low female life expectancy, such as Somalia, it can be as high as 3.3. The worldwide average is 2.3.
